Contradictory Opinions:

The following are contradictory statements which are thus neutral.

1-    Imaam Yahya bin Ma’een said: “He is Da’eef ul-Hadeeth”

While in another place, he said: “There is nothing wrong in him”

2-    Imaam Ibn Hibbaan mentioned him in Ath-Thiqaat and said: “He makes Mistakes”
[Ath-Thiqaat by Ibn Hibbaan (4/255)]

While Ibn Hibbaan also mentioned him in al-Majroheen and said: “He is Munkar ul-Hadeeth, he narrates from Anas things, which do not resemble the narrations of Thiqah narrators, it is not permissible to take evidence from him”
[Al-Majroheen by Ibn Hibbaan (1/306)]

Note: The Jarh of Ibn Hibbaan seems preferable.

Conclusion:

Ziyaad bin Abdullah al-Numayree is Da’eef according to the Jumhoor.
