Opinions of Ahl ul-Jarh wat Ta’deel:

Those who praised him:

1-    It is said that Imaam Ahmed bin Hanbal (D. 241) said:

هو عندنا ثقة
“He is Thiqah according to us”
[ Al-Ansaab by as-Sama’aani (2/309)]

2-    Imaam Abu Eesa at-Tirmidhi (D. 279) authenticated his hadeeth saying:

هذا حديث حسن غريب لا نعرفه إلا من هذا الوجه
“This hadeeth is Hasan Ghareeb; we do not know it except through this chain”
[ Sunan Tirmidhi (2238)]

3-    Imaam Ibn Hibbaan (D. 354) mentioned him in Kitaab ath-Thiqaat (12945)

4-    Imaam Ibn Mandah al-Asbahaani (D. 395) said:

أحد الثقات
“He is one of the Thiqah narrators”
[ Fath ul-Baab fil Kunaa wal Alqaab (1/408)]

5-    Haafidh Ibn as-Sama’aani (D. 562) said:

كان من الحفاظ
“He was one of the Huffaadh”
[ Al-Ansaab (5/225)]

6-    Haafidh Ibn al-Atheer al-Jazri (D. 606) said:

كان ثقة
“He is Thiqah”
[ Al-Lubaab fi Tahdheeb al-Ansaab (1/412)]

7-    Imaam al-Jarh wat Ta'deel Shams ud-Deen adh-Dhahabi (D. 748) said:

ثقة
“Thiqah”
[ Al-Kaashif (1189)]

In another place, he said:

هو صدوق
“He is Sadooq”
[Meezaan al-I’tidaal (1/579)]

8-    Shihaab ud-Deen Abu Abdullah Yaaqoot bin Abdullah ar-Roomi al-Hamawi (D. 626) said:

كان ثقة
“He was Thiqah”
[Mu’jam al-Baladaan (2/338)]

9-    Haafidh ad-Dunya Ibn Hajar al-Asqalaani (D. 852) said:

صدوق ربما وهم
“Sadooq, sometimes he errs” i.e. Hasan ul-Hadeeth according to him
[ Al-Taqreeb (1458)]

10-          The authors of Tahreer Taqreeb at-Tahdheeb said:

ثقة، لا نعلم أحدا من المتقدمين ذكره في كتب الضعفاء
“He is Thiqah, we do not know of anyone among the early Muhadditheen who mentioned him in their books of weak narrators”
[ 1458]

Those who criticized him:

1-    Imaam Abu Ahmed bin Adee al-Jarjaani (D. 365) mentioned him among the stealers of hadeeth, but he did not produce any evidence for this claim, nor is he supported in it by anyone.

This Jarh is, most likely, not proven even according to him because he himself did not make a separate heading for this narrator in his collection of weak narrators.
[ Al-Kaamil (1/304) under the tarjumah of Ahmed bin Abdur Rahmaan bin Wahb]

Conclusion:

Hakam bin al-Mubaarak is Thiqah with consensus.
