Opinions of Ahl ul-Jarh wat Ta’deel:

Those who praised him:

1-    Imaam Abu Haatim ar-Raazi (D. 275) said:

صدوق
“Truthful”
[ Al-Jarh wat Ta'deel by Ibn Abi Haatim (3/464)]

2-    Imaam Ibn Khuzaymah (D. 311) narrated from him in his Saheeh.

3-    Imaam Ibn Hibbaan (D. 354) mentioned him in his Kitaab ath-Thiqaat (1/2) and also narrated from him in his Saheeh.

4-    Imaam Abu Sa’eed bin Yoonus al-Misri (D. 347) said:

ثقة
“Thiqah”

5-    Imaam Abu Abdullah al-Haakim al-Neesaaboori (D. 405) authenticated several of his narrations in al-Mustadrak Ala as-Saheehayn

6-    Imaam Abu Ya’la al-Khaleeli (D. 446) said:

ثقة متفق عليه
“Thiqah Agreed upon”

7-    Imaam Al-Nasaa’ee (D. 303) said:

لا بأس به
“There is nothing wrong in him”
[ Masheekhah an-Nasaa’ee (1/64)]

8-    Imaam Ibn Abi Haatim ar-Raazi (D. 327) said:

سمعنا منه وهو صدوق ثقة
“We have heard from him, and he is Truthful Thiqah”

9-    Imaam Abu al-Hasan ad-Daaraqutni (D. 385) graded the chain in which he was one of the narrators, saying

كلهم ثقات
“All the narrators are Thiqah”
[ Sunan ad-Daaraqutni (1/311)]

10-          Imaam Shams ud-Deen adh-Dhahabi (D. 748) said:

الإِمَامُ، المُحَدِّثُ، الفَقِيْهُ الكَبِيْرُ
“He is al-Imaam, al-Muhaddith, al-Faqeeh al-Kabeer…”

11-          Haafidh Ibn Hajar al-Asqalaani (D. 852) said:

ثقة
“Thiqah”
[ Taqreeb (1894)]

Those who criticized him:

1-    In Tahdheeb at-Tahdheeb, Haafidh Ibn Hajar narrates from Yoosuf bin Yazeed Abu Yazeed al-Qaraateesi (D. 287) that he said:

سماع الربيع ابن سليمان من الشافعى ليس بالثبت ، و إنما أخذ أكثر الكتب من آل البويطى بعد موت البويطى
“The samaa of Ar-Rabee’ bin Sulemaan from ash-Shaafi’ee is not proven, and he only took most of the books from Aal al-Buyooti after the death of al-Buyooti”

However, this saying is not proven at all. The chain from Ibn Hajar to Abu al-Husayn ar-Raazi is missing. Moreover, the remaining chain that Ibn Hajar mentions also contains a Majhool narrator named “Ali bin Muhammad bin Abi Hassaan az-Ziyaadi”, wallahu a’lam.

Even if it is proven, this is still rejected and inaccurate because the narrator of this saying, Abu Ja’far ar-Raazi himself said after narrating it:

و هذا لا يقبل من أبى يزيد ، بل البويطى كان يقول: الربيع أثبت فى الشافعى منى ، و قد سمع أبو زرعة الرازى كتب الشافعى كلها من الربيع قبل موت البويطى بأربع سنين
“And this is not acceptable from Abu Yazeed, rather al-Buyooti used to say: Ar-Rabee’ is more precise than me in narrating from Shaafi’ee. And indeed Abu Zur’ah has heard all the books of Ash-Shaafi’ee from Ar-Rabee’ four years before the death of al-Buyooti”

Conclusion:

Ar-Rabee’ bin Sulemaan is Thiqah with consensus.
