Dhahabi wrote regarding him that: “He was an expert in Raye, he was a Major
Allaamah and the holder of high status, but was useless in the preservation of
Athaar.”

al-Mizaan that: “Dhahabi has said with certainty that he has fabricated
narrations”

The common Muhadditheen have abandoned him, and
some people have even issued the fatwa of Kufr upon him. In fact, he even
fabricated this hadeeth to give strength to the Madhab of Jahmiyyah and Murji’ah
that: “The Messenger of Allah (peace be upon him) said: ‘Having the Aqeedah
that Eemaan increases and decreases, is Kufr and Shirk’”

Abu Abdullah al-Hamdaani
al-Jurqaani said, while commenting on a hadeeth, that: “This hadeeth is Mawdoo’
Baatil, there is no basis for it, It is from the Fabrications of Abu Mutee’…..
He is from the leaders of Murji’ah; he is from the fabricators of hadeeth, and
from those who hold hatred for the Sunan.”

Conclusion:
Al-Hakam bin Abdullah Abu Mutee al-Balkhi is
a Weak, Kadh-dhaab, and Matrook narrator.
I've been searching to know the real writer of 'fiqh al Akbar' which is attributed to Imam Abu Hanifa (may Allah have Marcy on him). Please give me a link about it.
