1- Imaam Yahya ibn Ma’een said: “He
is Da’eef”

2- Imaam Bukhaari said: “Feehi
Nadhar”

3- Imaam Nasaa’ee said: “He is not
Strong”
[Ad-Du’afa wal Matrokeen: 573]
4- Imaam Ibn Hibbaan said: “He is
alone in narrating Munkar narrations from the famous narrators; it is not
permissible to take evidence from him”
[Al-Majroheen: 3/30]
5- Imaam Ibn Adee mentioned him
among the weak narrators and narrated the criticism of Scholars on him and he
did not defend him
[Al-Kaamil by Ibn Adee: 8/40]
6- Imaam Abu Ahmed al-Haakim said:
“He is not strong according to them (i.e. Muhadditheen)”
[Tahdheeb at-Tahdheeb of Ibn Hajar: 10/319]
7- Haafidh Ibn al-Jawzee mentioned
in Ad-Du’afa wal Matrokeen [3/141 T. 3427]
8- Imaam Abu Hafs Ibn Shaaheen
mentioned him Taareekh Asmaa ad-Du’afa wal Kadh-dhaabeen [617]
9- Imaam Dhahabi said: “He has
been weakened”
[Taareekh al-Islaam: 4/236]
Imaam Dhahabi also said: "Waah (Wasted)"
[Al-Muqtani fi Sard al-Kuni: 5120]

Haafidh Ibn Rajab al-Hanbali, while criticizing a chain, said: “Its
Isnaad contains Al-Minhaal bin Khaleefah: they have weakened him”
[Fath ul-Baari by Ibn Rajab: 2/86]

Haafidh Ibn Hajar said: “He is Da’eef”

Ta’deel:
1- Imaam Abu Hafs Ibn Shaaheen
mentioned among the Thiqah narrators

This is contrary to his mentioning of him in Ad-Du’afa
wal Kadh-dhaabeen
2- Imaam Abu Haatim ar-Raazi said:
“He is Saalih, write his narrations”
[Al-Jarh wat Ta’deel: 1937]
3- Haafidh al-Bazzaar said: “He is
Thiqah”
[Kashf al-Astaar: 957]
Conclusion:
Minhaal
bin Khaleefah has been declared weak by the Jamhoor.
