1-    Imaam Yahya ibn Ma’een said: “People abstain from his hadeeth, it was said to him, and what is that defect (in him, because of which people abstain from his hadeeth)? He replied: He narrates something from Abu Salamah at one time from his raye, then he narrates it the other time from Abu Salamah from Abu Hurayrah”
[Taareekh Ibn Abi Khaythamah: 3143]

In this saying, Imaam Yahya ibn Ma’een is only narrating the view of what the people think about him. This is a not a Jarh from him on Muhammad bin Amr. On the contrary, more than one of the students of Imaam Yahya ibn Ma’een has narrated the Tawtheeq of Muhammad bin Amr from him.

Conclusion:

The Jamhoor has done the Tawtheeq of Muhammad bin Amr bin Alqamah bin Waqqaas al-Laythi; therefore, he is as the Jamhoor said: “Sadooq Hasan ul-Hadeeth”.
